UPDF chief, 6 other cadres arrested

NAMSAI Oct 2: The dramatic arrest of United People’s Democratic Front (UPDF) chief Sumana Munglang from Meme village under Chongkham administrative circle in Namsai Sub-Division of Lohit on the first day of October within two months of intensive operation has proved the confidence, courage, efficiency and sincerity of 12 Assam Regiment and Lohit Police.  The self-styled Commander-in-Chief was apprehended along with six other cadres, who include Chow Tashna Manchey, Chow Watan Manhut alias Khainala alias GB, Pravin Basumatary and Chow Kayating Manloong, all from Nongtaw Villages under Piyong Circle with Aaseng Singpho alias Mottu of Wagun in Bordumsa Circle and Nong Chowhai of Kharangkong under Margherita Sub – Division. A huge cache of arms and ammunitions, including 1 AK-56, 1 Commando Colt Rifle with 3 magazines, 12 Bore rifle, 1 pistol, RDX, IEDs, hand grenades, detonators, 15 mobile phones, credit cards/ ATM cards etc along with a cash of Rs. 1, 86, 600 were recovered from their possession.

On the eve of Gandhi Jayanti, the 12 Assam Regiment at its HQs in Gunanagar, Chongkham organized a ceremony today with the theme “Elimination of UPDF” in the presence of Major General Sanjiv Narayanan, GOC 2nd Mountain Division, Brigadier Savaljit Singh, CO Col. SB Mishra, Lohit DC R.K Sharma, Lohit SP Seju P Kuruvilla, and ADC Namsai Kamlesh Kr Joshi.

The six members of UPDF, who were nabbed in previous operations, were also produced. “On the birth anniversary of Mahatma Gandhi, who was the icon of non-violence and peace; the Indian Army could return peace and tranquility to Chongkham area by successfully nabbing the chief and several members of UPDF who had been terrorizing the area for quite some time,” GOC Major General Sanjiv Narayanan said.

UPDF was formed with great commitments and promises last year but was reduced to a mere extortion group within one year of its foundation. Several cases of shooting, kidnapping and extortion were reported frequently in the name of UPDF in Namsai and Bordumsa administrative sub - divisions in the last one year following which 12 Assam Regiment, Lohit and Changlang district police had tough time following their locations and fighting unfavourable weather conditions. To restore rule of law the home department had to take stringent steps against UPDF. Looking at the growing instance of criminal activities in Lohit and Changlang districts, a Special Investigation Team (SIT) was formed in the state capital to help the district police in tracking down the UG elements to finish. As most cadres of UPDF were untrained, it paid as a dividend to efforts of police.

The first major breakthrough that weakened UPDF was the unconditional surrender of its three members namely, Chow Jaan Pangyuk, 22, Chow Sanjiv Munglang, 19 and 29 year old Chow Halingta alias Sam Manlai, on Sept 6. They dramatically surrendered before Additional Deputy Commissioner, Namsai in the presence of Deputy Commissioner; Superintendent of Police, Tezu and 12th Assam Regiment Officers. The misguided trio from Wingsing Village of Nongtaw area under Piyong circle in Namsai Sub – Division joined UPDF in 2011. The surrender was the outcome of tremendous pressure and rigorous pursuance through various sources by police, army, SIT and administration.

On September 8, the police arrested Finance Secretary and 3rd in Command of the outfit Hemchandra Bor Phukan alias R. Gohain, 42 of Lekang Gohain village under Mahadevpur PS in Namsai Sub-Division. Hemchandra was found guilty of masterminding numerous extortion activities in the name of UPDF perpetrated in pockets of Changlang and Lohit districts.  He was wanted in several cases of extortion and cases under Arms Act. The operation was led by Dy SP D. Mishra (SIT) with CI Namsai T. Zirdo, OC SB A. Tripathi, ASI Ajay Kumar, Ct G. L. Rai (SIT) and Ct T. Kani (SIT).

In another breakthrough, the 2nd –in-Command of UPDF Nakke Chakma alias Purnosen Chakma was captured near Emphum Village in Chongkham circle on September 10 along with his bodyguard Ranjit Chakma. Acting on a tip off that some underground elements were moving around in Emphum area, the police team led by SIT DSP Dipankar Mishra tactfully ventured into the area during which Nakke Chakma and his body guard suddenly and indiscriminately opened fire at the police team. In the process the police retaliated and a bullet hit Nakke in his right leg that forced the end of their run.

Adding salt to efforts of security forces the manager of Sati Tea Estate, Piyong, C N Pandey was kidnapped at gun point on September 12 by UPDF members armed with AK series weapon from Namsai. But fortunately, under pressure he was rescued by security forces on September 16 safely.  

The formation of UPDF in 2011 was speculated to be to wage an arms struggle against the government for creation of Manabum district comprising of 9 administrative circles of Chongkham, Namsai, Mahadevpur, Piyong, Wakro, Diyun, Bordumsa and Vijaynagar. Initially there were public sympathy but gradually consecutive incidents of kidnapping and extortion turned the sympathy into hatred.

Those who appreciated the vision of UPDF Chief Sumana Munglang initially changed their stand within no time as the outfit hatched no reason for appreciation and public support. After arrest, Sumana Munglang disclosed that 10 members of his outfit are still operating. The UPDF chief falling to police net is indeed a significant achievement but unless the remaining members are nabbed the cases of kidnapping and extortion might continue. However, the general public who were fed up with regular kidnappings and extortion are taking a sigh of relief after the arrest

The joint operation started two months ago during peak summer but despite challenging weather conditions the mission was accomplished. Hence, the efforts of Lohit police and 12 Assam Regiment deserve wider recognition and appreciation. The 2nd IR Bn yet again re-established their worth throughout the course of operations. The success is the outcome of proper information sharing and close coordination equipped with courage, sincerity and confidence. No matter how big the target is but tough commitment can realize the mission. However, the bottom-line is “UPDF is out but not finished”. (From Pisi Zauing)

 

 

Tadar Tang Memorial State Level Football Tournament

Papum Pare meet Lower Subansiri in final today

ITANAGAR, Oct 02: Papum Pare took sweet revenge of their tournament opener defeat by edging past Arunachal Pradesh Police (APP) 4-2 (5-3) via penalty kick in the first semifinals of the 11th Tadar Tang Memorial State Level Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

The match was taken to tie breaker after both the teams played out a 1-1 draw in regulation and extra time.

The second semifinal was held between Lower Subansiri and West Siang in which the former defeated the latter by 3-1 to set up a final clash with Papum Pare.

West Siang could not hold an early 1-0 lead as they crashed to defeat against the three times champion.

The match was evenly poised at the half time with the score 1-1 until Mihin Polo struck in 72 minute to give Lower Subansiri the lead (2-1). Toko Poliam hammered the final nail in the coffin of West Siang in 76th minute.

The final would be held tomorrow at 2.30 pm.

 

 

APB&OCWW Board chairman distributes relief materials to flood affected families at Kimi

ITANAGAR, Oct 2: Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) extended its relief materials to flood victims of Kimi village, West Kameng district yesterday.

The relief materials were distributed by APB&OCWWB Chairman Jalley Sonam along with officials of NEEPCO and Patel Engineering Ltd, Kimi and the programme was attended by All Arunachal Pradesh Workers’ Union and INTUC West Kameng District Units.

Two Chinese blankets, 20 Kilograms of rice and Dal and some cash amount for purchasing of utensils were given to all the flood effected families who had registered their names in APB&OCWWB.

On the occasion, Sonam briefed the gathering about Arunachal Pradesh Building and Other Construction Workers Welfare Board and highlighted about various labour benefits provided from the board.

While responding to some queries of workers and advised all the labourers of Kameng Hydro Electric Project, Kimi, Sonam informed that APB&OCWWB is working for the welfare of all the workers of various state and central government establishments and private sectors. Any worker working under any discipline can register their name with this board to avail all the benefits provided by it.

He expressed his gratitude to NEEPCO officials of Kimi and Bichom for their support and cooperation to the board.

Meanwhile, Patel engineering Ltd officials and AAPWU members appreciated Sonam for providing relief materials from the Board to its registered workers. They said, the recent flood has completely destroyed many dwelling houses and also partially damaged boundary walls of the project complex and dwelling houses of labourer and workers of Hydro electric project.

 

 

No dearth of sports talent in Arunachal:CM

ITANAGAR, Oct 02: “There is no dearth of talent in this vast land-locked state which is full of god gifted natural talents capable of outdoing their competitors anywhere, and that is why a sports policy has been adopted recently to channelize the youth power in achieving excellence in various sports, Arunachal Pradesh Chief Minister Nabam Tuki said after giving in principle approval of his government to develop world class footballers by taping state’s huge hidden potentials by involving the Reading FC.

Tuki was responding to a question of a senior journalist of the state after watching PowerPoint presentation by Reading FC director Eamonn Galon and development director Lee Herron to the students of Sangey Lhaden Sports Academy (SLSA) here today.

“The visit of two world famous coaches to this remote state with ‘Mission challenge’ and watching the matches of ongoing Tadar Tang Memorial State Level Football Tournament at Rajiv Gandhi Stadium is itself a big event.  Encouraging the young players and giving an enlightening presentation on the game of football would send a louder message across the country and lay the foundation for developing world class footballers, Tuki said to the thunderous applause of SLSA students and staff, representatives of the Arunachal Football Association (AFA) and Arunachal Pradesh Olympic Association.

On Eamonn advice to tap the young ones between 6 to 11 years and strategy to achieve the goal, the CM informed that he has convened a meeting of sports officers, association representatives to interact with both the coaches before suggesting the GoAP the future course of action.

“A beginning has been made in achieving the goal,” MP Takam Sanjoy and AFA president, said earlier, adding the meeting between both the coaches and the CM in New Delhi culminated in the duo’s visit.

However, Sanjoy lauded native Tomo Nomuk, adviser and consultant of Reading FC, for serving as a bridge between England and Arunachal, which would herald a new football era for India as ‘British football is the best in the world’. The GoAP and the Reading Club is likely to sign a MoU for collaboration.

Eamonn gave an interactive presentation on his Club set up in 1871, with a vision to establish Reading FC as a sustainable club in the Premier League; to play entertaining and winning football; and to have players from the Academy playing regularly in the 1stteam; with value of hard working, effective players with good techniques intending to win.

Consumers may face temporary LPG  crisis

ITANAGAR, Oct 20: Yet again a fresh problem has cropped up in transportation of LPG as the transporters have observed bandh from 21st September to 1st October  demanding hike in transportation charge which affects the movement of trucks from Guwahati to Arunachal Pradesh.  

Moreover, on 1st October the all India LPG distributors downed their shutter to protest the new LPG policy of Govt. of India. Therefore, the department of Food  and Civil Supplies along with Capital Complex and Papum Pare district administrations have appealed the consumers to bear with them. Situation is likely to improve within one week time if there is no further bandh calls,  the sources said.

In this regard a co-ordination meeting was held on 17thAugust last in the directorate of Food and Civil Supplies Naharlagun which was attended by Chief Area Manager of IOC, Guwahati Jayantha Madav, Director (F&CS) Sadhana Deori and both the Deputy Commissioners of Papum Pare district Sanjay Goel & Pige Ligu to improve the distribution of LPG in the district particularly in state capital. The Chief Area Manager, IOC assured to issue LPG consignments from North Guwahati bottling plant instead of Kimin as the Kimin bottling plant is overburdened with catering to 8 districts of Arunachal Pradesh and 2 districts of Assam. It may be added here that the maximum production capacity of Kimin bottling is 8 trucks per day but it hardly produces 6 trucks on average. Since then LPG consignments were smoothly coming from Guwahati.  Further, Madav assured to improve the production capacity of Kimin bottling plant to 12 trucks per day by installing Carousel (auto refilling machine) which is being transported from Manipur shortly. Besides, Kimin bottling plant is having shortage of trucks.

It is to be mentioned here that GOI’s new policy of LPG capping has been effected from 14th September. The salient features are as follows- Rs 422 (subsidized), Rs 847(non-subsidized and this is applicable after availing six subsidized cylinders of 14.20 Kgs. The NDE category of consumers will have to procure @ Rs 1068.50 per cylinder (applicable for Govt./Municipal/Hospitals for whatever purpose they take). The commercial cylinder (19 kgs) price remains Rs. 1771 per cylinder, the IOC sources informed.

All the consumers are requested to cooperate and bear the inconvenience arising out of the present situation till matter improves.

 

 

Lakshmi wins Gold in NE Taekwondo & Poomse C’ship

ITANAGAR, Oct 02: Lakshmi Mugli of Arunachal Pradesh won a gold medal in the First North East Zone Taekwondo and Poomsae Championship held in Shillong, Meghalaya from September 27-29.

Lakshmi bagged the yellow metal under 55 kg in Junior category. Arunachal Pradesh also won a Silver and five Bronze medals in the championship.

While Gollo Nan won a Silver in Poomsae Gamlin Angu (78kg Jr.), Taw Tayo (80 kg, Sr.) Bhim Bahadur Thapa (68 kg Jr.), Sushila Sonar (Poomsae) and Deepak Gurung (Poomsae)  bagged a Bronze medal each to take the total medal tally of the state to 7.

 

 

BRTF personnel rescue 3 trapped persons from Eze river

ROING, Oct 02: The Border Road Task Force (BRTF) personnel in a daring rescue operation today saved a young mother Dolma Lama, her daughter Sony Tamang, and son Mustu Tamang,  who were trapped for almost four hours in the middle of rising flood water of Eze river.

“At around 2.30 pm, I was informed by a resident of Kebali village that three people were trapped in the middle of the Eze river,” said Rakesh Tacho, i/c Sub-Divisional Officer, Hunli-Desali.

Thereafter, the district administration was immediately alerted about the incident, and the fire brigade and BRTF personnel were put into action, Tacho informed.

By 3 in the evening a huge crowd gathered on the banks of Eze. The incident recalled back the horror of August 2004 when four people who had went for fishing in Eze river was swept away by flood water in front of hundred eyes, after they were trapped in the middle of river water for hours, in similar situation.  

“I had come to inspect the river at around 2 pm,” said Kebi Pulu, a resident of Kebali village, who visits Roing everyday from his village. “Just today morning, I had crossed the river on a temporary bamboo bridge. But came back in the afternoon to find that the bridge had been swept by swelling water.”

And then when he saw the three tiny souls trapped from two sides by the rising river water. He then immediately contacted the local administrative officials for help.

According to the victims’ relatives, the victim who lived on the other side of the river bank had come to the town in the morning for shopping after having crossed the river on a bamboo bridge. While on return, finding the bridge damaged, they turned back, only to find themselves trapped by the river water that had risen within few minutes.  

For three hours, the crowd stood helpless watching the three people stranded in the middle of the river. The river got denser, murkier and turbulent with each passing minutes.

Two days of torrential rain had raised the water level again forcing the river to change its course. Relatives of the victims were in tears trying to contact the victim through mobile phone, which they received as switched off.  Meanwhile, fire brigade personnel were seen making helpless efforts to rescue the trapped victims. With their life saving equipments they were running back and forth trying to find a secure spot for carrying out rescue operation.

At around 4.30 pm, Thomas Basumatary, BRTF JCB operator swung into action by crossing himself to the other end of the river with the help of a steel rope way tied up by the BRTF for foot suspension bridge. The crowd gasped their breadth watching Basumatary walking over a thin steel rope balancing with two other ropes.   

He was followed by Rohan Singh and Budhi Barman, both BRTF drivers who landed themselves in the middle of flowing water for supporting safe evacuation of the victims. B Kishan, Officer-in-Command, 62 RCC monitored the rescue operation assisted by Vijay Prasad, Junior Engineer, BRTF.

Before getting into action, the three brave-hearts had prepared and equipped themselves with all the rescue items made of steel rods and plastic ropes. One by one the three trapped victims tied to a steel wire hanger were evacuated to safety using wire rope puller. The crowd cheered and clapped each time the victims were evacuated to safety, where they were received by their relatives with hugs and tears.

Among the crowd were Garima Gupta, Deputy Commissioner, Roing who received the victims and inquired on their health conditions. She also congratulated the rescue team for their selfless effort.

Elated by dare devilry act of BRTF personnel, AK Mishra, commander, 752 BRTF, met the rescue team and congratulated on their success. He also wished for bravery award to the team as support and encouragement.

 

 

Gandhi Jayanti celebrated

Statues of Mahatma Gandhi and Dr. Daying Ering unveiled

PASIGHAT, Oct 02: Continuous rain did not stop the Pasighatians from coming out to see the unveiling of the statues of the father of the nation Mahatma Gandhi and architect of modern Arunachal Pradesh Dr. Daying Ering which were unveiled on Tuesday morning by the Education Minister Bosiram Siram at the Gandhi Chowk and near Siang Guest House respectively. On this auspicious occasion of 143rd Gandhi Jayanti, the statue of Mahatma Gandhi was garlanded and prabhat pherry was carried out by various schools in and around township.  Siram, Lok Sabha MP Ninong Ering, R K Mishra (DC), Pushpendra Kumar (SP), Tani Talom (DDSE), N Srivastava (ADC), PMA President Onyok Tamuk and Secretary Bhimlal Srivastava, students and people belonging to various religions took part in an all-faith prayer meet organized at Gandhi Chowk.

Later in his address to the gathering, the minister Siram greeted the people and highlighted the contributions made by Bapuji towards the country. Gandhiji led India to independence and inspired movements for non-violence, civil rights and freedom across the world stated Siram and further urged the people to follow his foot prints in doing social service to the mankind.

The minister conveyed his gratitude to the state’s Chief Minister Nabam Tuki for providing fund for reinstallation of the statues. He congratulated the EE (PWD) Oni Jamoh and his associates for timely completion the reinstallation works successfully. Arunachal remembers Bapuji

ITANAGAR, Oct 02: Along with the rest of the world, Arunachal Pradesh also fondly remembered Father of the Nation Mahatma Gandhi on his 143rd birth anniversary today. Various organizations, political parties and institutions celebrated Bapu’s birthday in a befitting manner.

Arunachal Pradesh Congress Committee celebrated both Gandhiji and Lal Bahadur Shastri’s birth anniversaries at Rajiv Gandhi Congress Bhawan today.

Chief Minister Nabum Tuki in his speech highlighted the life and ideologies of Bapu which rejuvenated the country as a strong secular and socialist and modern state.  Arunachal Pradesh Mahila Congress Committee president Yari Dolum appealed to all party functionaries to rededicate themselves to the values of Bapu who stood for non-violence and communal harmony and service to the poor people.  APCC general secretary Minkir Lollen also spoke on the occasion. Among others, Member of Parliament Takam Sanjoy also took part in the function.

National Students Union of India Papum Pare District Unit also celebrated Gandhi Jayanti at Donyi-Polo Mission School for Hearing Impaired and Blind at Chimpu with students and teachers of the school.

Arunachal Pradesh Congress Seva Dal also celebrated the 143rd birth anniversary of Gandhi at Congress Bhawan Naharlagun.

Education Development Organization Society (EDOS) has felicitated winners of the state level Arunachal Appliance General Test 2012.  Nangram Tachung won the first prize while Okenmang Libang and Tarh Tania bagged second and third prizes. The winner were awarded with cash prizes of Rs 7000, 6000 and 5000 respectively.

Green Mount School resonated with the humming of ‘Raghupati Raghav Raja Ram’ as its students and staff today celebrated Gandhi Jayanti, the birth anniversary of Mahatma Gandhi. The importance of the day was reiterated vis-à-vis Gandhiji’s prominent role in our nation’s history. His messages of non violence and ‘Satyameva Jayate’ could not have proved more meaningful than in today’s chaotic world. Various intra-school events like essay writing, extempore, drawing, poem recitation etc were held. A social service was also conducted.

 

 

MP reviews scheme implementation, calls for quality works

ROING, Oct 02: Rajya Sabha Member Mukut Mithi exhorted the various executing agencies to maintain the quality of work and complete in on time for the benefit of the needy people.

Attending a review meeting of the scheme implemented under the MP LAD (Rajya Sabha) for the year ending 2011-12 at Circuit House here yesterday, Mithi  said that since MP LAD (Rajya Sabha) fund is a central aid in addition to the resources of the state govt, it must be utilised judiciously to bring development in the state.

Expressing happiness over the implementation of the MP LAD fund in the district, he exhorted the executing agencies to maintain the quality of works and submit utilzation certificates (UCs) of all the completed schemes immediately to get second installment released by the central Govt. He further instructed the District Planning Officer to properly monitor the quality and progress of works periodically keeping coordination with the executing agencies.

Mithi informed that Rs 45 lakh has been sanctioned from his MP LAD fund so far for restoration of essential services, like water supply, electricity and roads in the district headquarters, including Rs 5 lakhs for flood water drain at Bolung besides providing Rs 50,000 cash to the flood victims, Rs 5 lakhs for construction of a temporary log bridge along Jia-Abali road over Getek river and another Rs 5 lakh as immediate relief to the flood affected people of Paglam from his MP LAD fund. He advised the district administration to act on war footing for immediate restorations of essential services in the district.    

Lower Dibang Valley deputy commissioner Garima Gupta assured that proper monitoring as well as proper implementation of the project under MP LAD would be ensured.

Earlier, M Dirchi, DPO informed that altogether 106 schemes have been implemented in the district out of which 5 schemes have been completed and UCs received from the executing agencies. He requested for timely completion and submission of UCs against the remaining schemes.

Siram calls for concerted efforts to make Pasighat a crime-free town

PASIGHAT, Oct 02: Local MLA and Education Minister Bosiram Siram today called for concerted efforts by the police, administration, civil society and the traders to make Pasighat a crime-free town. He was addressing an interactive meeting with the Pasighat Market Welfare Association (PMA) at the Balaji Mandir.

The minister while appreciating the people of Pasighat for maintaining the age-old tradition of communal harmony and brother-hood gave specific directives to the police and the district administration to ensure peace and security in the market area. He appreciated the efforts shown by the district administration and PMA during the recent flood.

Siram informed that additional IRBn personnel would be provided to strengthen the police force. He directed district authority to check encroachment at Pane Korong area so that water sources of the area could be used for larger public interests. He assured to install CCTVs in all the venerable points in the market area.

The minister stated that he would leave no stone unturned to bring Pasighat under Railway and Air connectivity to develop communication system. During his tenure, seven new polytechnics and five colleges have been established in the state, he said.

Prime Minister Dr. Monmohan Singh has approved good amount for flood control measures, informed Siram.  He reiterated that the district has immense potential for development of hydropower which should not be wasted. He felt the importance on development of power for increasing the living standard of local populace and stressed on generating income through hydro power for all round development of the district in particular and the state as a whole.

The Lok Sabha MP Ninong Ering who was also present in the meeting informed that he had ‘three points’ discussion with the Chief Engineer BRO and Officer Commanding GREF which include completion of stretch of NH-52 from Sille to Tajum (7 mile) and immediate filling-up of pot-holes till the black topping is completed. He assured to construct proper drainage system in the market area along NH-52. Stressing on completion of the bridge over Sisiri River and construction of approach road from Aohali and Dambuk, Ering informed that the bridge would be completed by 2014 next but forest clearance is yet to be received from ministry of forest. The MP also assured to provide fund from his MPLAD for procurement of CCTVs to be installed in the market area.

The DC incharge N Srivatava (ADC) and SP Pushpendra Kumar also spoke on the occasion. The SP Kumar while giving an overall picture of security scenario stated that security of the people and their property is the prime duty of his department. He appealed the citizens to keep a strict vigil on nefarious activities of suspicious elements. He said, with the active cooperation and support of the citizens we could defeat such elements who are hell bent to spread violence in the civilized society.

Clean Arunachal campaign &  workshop on tourism

ITANAGAR, Oct 2: In commemoration of the world Tourism Day, Upper Subansiri district administration in collaboration with Arunachal Pradesh Tour Operators Association (APTOA) recently conducted a mass cleanliness campaign as a part of ‘Clean Arunachal Campaign’ under Department of Tourism at Daporijo and Raga town.

D. Raji District Tourism Officer along with John Panye President (APTOA) led the cleanliness campaign at Daporijo which was organized on 27th of last month. The Superintendent of Police S. C Yadav, Hali Welly, Deputy Director UD, Duma Yekar (ZPM), GREF representatives, business communities, students of Rajiv Gandhi Government Polytechnic and Students of Government College Daporijo participated.

In the afternoon a workshop on “Community Participation in Safe and Honourable Tourism” was conducted at DC conference hall. Tahang Taggu, Upper Subansiri Deputy Commissioner attended the workshop and spoke on the importance of tourism in employment and revenue generation. Chukhu Mama, Lecturer RGGP gave a power point presentation on safe and hounorable tourism, D. Raji (DTO) gave a power point presentation on the tourism prospect in Upper Subansiri. Kago Ampu, Home Stay Promoter and Bengia Mrinal Vice President APTOA were the other resource persons.

On 28th September APTOA conducted clean campaign drive in the Raga market areas where traders, bazaar committee members, panchayat leaders and students from VKV Raga participated. An interaction program was conducted at Inspection hall where Hage Ruja ADC Raga, panchayat leaders, local villagers and students participated. APTOA members along with resource persons highlighted the community participation in safe and honourable tourism in the state for smooth and sustainable growth of the tourism sector in all destinations and circuits. Nirmal Bharat Abhiyan launched in Lohit

ITANAGAR, Oct 02: Nirmal Bharat Abhiyan was formally launched in Lohit district on the occasion of Gandhi Jayanti today.

Encouraged by continuous successes in the field of Total Sanitation Campaign programme in Lohit district, the team Lohit under the able guidance and unstinted support of Deputy Commissioner cum Chairman, DWSC RK. Sharma, are determined to carry out the activities as envisaged in the guideline of Nirmal Bharat Abhiyan.

On the occasion of launching of the national flagship programme, cleanliness rallies were organized in the district headquarters and all the five blocks  Lekang, Namsai, Chongkham, Wakro, Tezu involving students, officers, panchayats  and public leaders stake holders.

Addressing a huge gathering of about 1000 participants, the Minister for Finance, Planning & PWD Chowna Mein, gave a clarion call for a paradigm shift in the mindset of people to  inculcate the sense of cleanliness, environment sanitation and personal hygiene in all works of life. He stressed that a sanitary toilet in home, Anganwadi and School is a must. He said that sanitation movement has gained momentum in rural areas in the country with the massive launch of Nirmal Bharat Abhiyan. He appeal the urban dwellers, particularly the people of Namsai town to built and  use sanitary toilet to make urban town clean and open defecation free and keep Namsai a ‘Plastic Free Town’

While addressing the gathering,  MLA,  Nang Sati Mein stressed the  need to adopt good sanitary practices, personal hygiene and clean environment for healthy family.

The Additional Deputy Commissioner, Namsai Kamlesh Kumar Joshi, also spoke on the occasion.

Earlier the Executive Engineer cum Member Secretary, DWSC Er. Tayum Tok unveiled that Total Sanitation Campaign is now rechristened as Nirmal Bharat Abhiyan and is an extension of Total Sanitation Campaign programme, with inclusion of core activities to be implemented vigorously in rural areas. It would mainly focus on building and use of toilets, safe disposal of child faeces, hand washing with soap after defecation, before food and after handing child faeces and safe storage and handling of drinking water.

He said that message of personal hygiene, good sanitary practices and clean environment should be carried to nook and corners of the district through the children so that the Bharat Nirmal Abhiyan, the flagship programme by Government of India reaches every rural households of the district

Swachchhata rallies also organized in all the circles of the Lohit District.

Around 700 School children, Govt. officers and officials took part in sanitation rally at Tezu.

Govt. officials and panchayat leaders took part in the sanitation rallies at Lathao and Chongkham circles.

At Wakro while participating in the Swachchhatta rally, Superintending Engineer, PHE & WS L Kri urged the student and other stake holders to adopt good sanitary practices for healthy life.  

About 200 children and Govt. official, panchayat leader and other stake holders took part in the sanitation rallies. At Mahadevpur EAC Hqs,  the Govt. officers and staff, panchayat leaders and student celebrated Gandhi Jayanti by taking out swachchhatta rally. During the programme,  the panchayat leaders advocated for clean environment and safe sanitary practices through use of toilets.

 

 

AAPSU federal assembly approves its constitutional amendments

ITANAGAR, Oct 2: The All Arunachal Pradesh Students’ Union (AAPSU) has extend its thankfulness to all its federal unit member who have participated in the just concluded AAPSU federal Assembly and for passing some historic amendments which will go a long way in shaping the destiny of AAPSU in the right perspective.

The assembly held under the watchful eye of Federal Speaker Chera Tamak took some important decision. Seven major amendments have been adopted by the just concluded assembly namely, age bar, education qualification, delegates composition, post sharing etc which shall bring about major overhaul for the apex students body of the state in giving a more inclusive and vibrant AAPSU.

Further AAPSU terms the resentment of the RGUSU and RGURSF regarding the debates on money involvement in union election as unfortunate. The internal discussion of the federal assembly on the said subject is not targeted to any institute or individual person rather it was a generalize discussion that is plaguing the union and we have to be bold in accepting truth.

“The clarification has been already given and there is nothing more to say on the subject rather the PG students leaders who are confronting on the issue and have brought out the issue in public domain by publishing it in local dailies are advise to ponder about the seriousness of the subject and not try to defame the union on a subject for the general good and for achieving a strong AAPSU,” the AAPSU stated.

The union also seek explanation from the leaders of resenting union within a week time that on what ground they have taken the subject so seriously when every right thinking student of the state are strongly voicing for minimizing the flow of money culture, lest the apex students body will construed their intention as motivated.

 

 

Power crisis in Pasighat

Public blame power minister

ITANAGAR, Oct 2: A public meeting was organized at Pasighat Solung ground yesterday regarding electricity problems at Pasighat under the chairmanship of retired Chief Engineer, Power Ogam Apum.

After having a discussion threadbare on public grievances the house unanimously resolved that the Minister Power and the Parliamentary Secretary (Hydro power) should resign from their respective post on moral ground within a period of seven days  as they have failed to mitigate the electricity problem despite their written assurance.

The house also said that if the resignations are not given within the stipulated time, then PPWC will go for its already decided 72 hours Pasighat bandh soon. Earlier, the chairman of PPWC Okom Yosung informed the gathering that the high level committee gave written assurance on June 21 last to initiate a concrete step for a permanent solution of the vexed Electrical problems of Pasighat within a period of three months. But their assurance yielded nothing and no any initiations was taken up by the respective departments.

The General Public Meeting was attended by Senior Citizens of Pasighat, Public Leaders of Bogong and Bosing Banggo, President and Secretary of BBK and BBYK, Bogong Students Union, leaders of AdiSU and other unions and associations and general Public.

The meeting was also attended by Public leader Kaling Moyong and the Local MLA Bosiram Siram, the release said.

 

 

RGU remembers Father of the Nation

Rono Hills, Oct 2: The Hindi Cell of the Rajiv Gandhi University today observed Gandhi Jayanti by holding a commemoration function at the University conference hall. Marking the birth anniversary of the Father of the Nation, Open Self-written Poem and Speech competitions on “Gandhian Thought” were organized as part of the event.

In his address, acting Vice Chancellor Prof. K C Kapoor stated that India today has come across a large education system witnessing widespread establishment of medical, engineering and other vocational institutions. While referring to “Gandhian Thought” on education, Kapoor stressed that during pre-Independence era Indian learning was mainly based on books designed to benefit the colonial rulers. With much of development in educational sector after Independence, India has again faced the invasion of western model of hunting wisdom. Amidst apprehension that the new generation may fail to spot the value of Gandhian insight, Kapoor urged for reformation of Indian educational policies and to build national character to formulate an effective frame of quality education to represent Indian educational system at the global level.

Prof. A Mitra of the Dept. of Economics said that while the nation was on the movement for Independence, Mahatma Gandhi was already alleging the Britishers for looting natural resources which may cause ecological imbalance. No populace understood the concern then. But today, the entire world is talking about global warming and protection of bio-diversity, which is quite ironical. Talking a sombre note on climate change, Prof. Mitra appealed to take serious notice of global warming and to search for alternative approaches.

Hindi Officer Gumpi Nguso, who spearheaded the celebrations, spoke on the relevance of organising the event, which would re-kindle an interest in Gandhiji’s thought amongst the youth.

Champa Devi, a 3 Semester student of Mass Communication was adjudged winner in the poem reading category while Duidun Basumotary and Saurabh Uppadhya, both of the English department, came second and third respectively. In the speech competition, Asha Singh of 3rd Semester in Hindi was the winner with Taya Bagang (Mass Comm) and  Kago Mado (Hindi) being adjudged second and third.

CASFOS probationers visit Eaglenest Wildlife Sanctuary

ITANAGAR, Oct 02: As part of their East India tour, 41 trainee officers from Central Academy of State Forest Services (CASFOS), Dehradun accompanied by Ashish Rawat, principal of the academy and N Sonzalian, course director, visited Eaglenest Wildlife Sanctuary, East Kameng yesterday and highly praised the awe-inspiring beauty and biodiversity of the Sanctuary.

They interacted with the DFO Millo Tasser, who briefed them on various management interventions carried out by the department. They also interacted with the Bugun community and chairman of the Bugun Welfare Society Indi Glow and showed keen interest to know about the eco tourism being run by Bugun Welfare Society and promised to reflect the idea in their respective states. The officers were quite impressed to learn that Bugun community have committed themselves to the conservation of Eaglenest Sanctuary.  

The officers also had the opportunity to interact with Dr. Ramana Athreya, who is an Astronomer and Ecologist from the Indian Institute of Science, Education and Research Pune and is a regular visitor to Eaglenest. In 2006, he described a new species of bird, the Bugun Liocichla from the Eaglenest Wildlife Sanctuary.

This discovery was described by scientists as a most sensational ornithological discovery in the last 50 years.  The officers were extremely delighted to familiarize themselves with the culture of Arunachal by directly interacting with the villagers and participating in traditional dances.

The batch comprised of officers from Jammu and Kashmir, Himachal Pradesh, Maharashtra, Sikkim, Tripura, Karnataka, Madhya Pradesh and Tamil Nadu.

ITANAGAR, Oct 02: Krishti Kendra Itanagar has celebrated the 564th birth anniversary of Srimanta Sankardeva, a great social reformer and spiritual leader of Assam on Sunday in a colorful manner.   Hundreds of Assamese people residing at Capital complex joined the programme. Early restoration of Ngorlung bridge demanded

RUKSIN, Oct 02: Expressing concern over inordinate delay in restoration of Ngorlung Bridge, the villagers of Ruksin area including the PR leaders and student communities have demanded the Pasighat PWD division for immediate restoration of communication along the road.

It may be recalled that the deputy commissioner of East Siang RK Mishra and Pasighat-West MLA Tangor Tapak separately inspected Ngorlung bridge on September- 22 and assured for taking all necessary efforts for early restoration of the road communication. But it is alleged by the people that the PWD department is found sluggish in their works. Even, dismantling of the caved bridge is not yet started, they said.

The president of Students Union Orit Panggeng and his associates sought the local MLA’s direct intervention for early restructuring of the caved Bailey bridge.

 

Medical Health Camp at Mebo circle

ITANAGAR, Oct 02: A medical team led by Dr. O Borang, medical officer of Namsing Public Health Centre (PHC) conducted a medical camp at Namsing area on September 28 last.

Over 500 patients suffering from various ailments/diseases, like conjunctivitis, diarrhoea, fever etc were treated in the medical camps conducted in Mer, Gadum, Tengabari and Sogun villages. Required medicines were also provided to the patients free of cost. The villagers and patients were also given general health tips and  other precautionary measures to avoid water borne diseases after flood.

 

Death anniversary observed

Itanagar, Oct 02: Coinciding the Gandhi Jayanti, the 10th death anniversary of Late Ngurang Tasing was observed with mass tree plantation programme at Kimin on 2nd Oct, 2012. The Programme was lead by Ngurang Pinch, former MLA, Doimukh and  1st son of Late Ngurang Tasing. The tree saplings were supplied by Range Officer Kimin. Earlier in the advertisement published on 2nd Oct,2012 the date of death was wrongly published as 2nd Oct, 2012 instead of 2nd Oct, 2002.

 

Peaceful dharna

 ITANAGAR, Oct 2: The four-lane  national highway affected people of Chimpu area in a general meeting held today unanimously resolved to stage peaceful dharna in front of capital DC office in favour of its demand for reassessment of the land compensation and reconstitution of compensation board.

Alleging favouritism in preparation of estimate for land compensation, the house further  resolved that no compensation should be paid till the formation of new assessment board. The authorities did not pay heed to the complaint against bogus  and benami  claims for compensation  nor even conducted physical verification of the demand for land compensation,  the meeting further said.

 

Bandh in entire capital no justification

ITANAGAR, Oct 2: While referring to the news item issued by Banderdewa Circle Intellectual Forum threatening to call 48 hours capital bandh on Oct 4, the Itanagar Market Welfare Association (IMWA) today said that it does not see any reason to call bandh targeting the entire capital complex. The demand of the Forum is for Karsingsa-Banderdewa area, which is a separate administration circle, the IMWA said adding it has no objection in calling bandh in their respective circle.

Pointing out the negative impact of bandh, which badly affects the business community, the Association appealed to the organization to observe the bandh within their area.

Meanwhile, All Naharlagun Youth Welfare Association (ANYWA) has requested the BCIF not to call bandh  and initiate talks for amicable solution to its demand.

Opposing any bandh call, the ANYWA said  instead of bandh call, the organization should take up other means to register their grievances.

Meeting on National Food Security mission

Koloriang, Oct 02: Detailed discussions on National Food Security Mission were held in the first executive committee meeting of District Food Security Mission, Kurung Kumey was held under the chairmanship of deputy commissioner Rajeev Takuk here.

The main objective of this scheme is to increase production of rice, wheat to meet the food requirement of the country.

Stressing on paddy cultivation, the meeting informed that eight circles under the district has been identified under the mission and high yielding varieties of seeds would be provided to the farmers.

Heavy shower again hits life in East Siang

RUKSIN, Oct 02: Another spell of heavy rains over the last three days disrupted normal life at Ruksin, Pasighat areas and parts of Assam. The uncertainty in weather condition has yet again baffled the common man.

The flash flood triggered by heavy rains for the last fortnight has caused widespread destruction to roads, bridges, standing crops, irrigation systems in the area. The rain has started raining on September 30 after a week of dry spell and rains still falling from gloomy sky.

Reports from Indian Meteorology department said that the continuous rainfall has occurred due to depression in the Bay of Bengal. The Southwest Monsoon picking up more moisture from the Bay of Bengal, which was heading towards NE region during early July last, remains active in the region including Arunachal Pradesh and Upper parts of Assam.

 

ARPA pleads for a drug information cell in state

ITANAGAR, Oct 02:  The Arunachal Registered Pharmacist Association (ARPA) has urged the drug control department to open a  Drug Information Cell (DIC) like other states to pass information about various new drugs that are coming to the market.

ARPA in its second general body meeting also discussed on creation of online “Redressal Cell” where anybody can have his/her grievances heard by writing complain online or in paper, particularly about abuse of certain drugs.

The meeting was held under chairmanship of Nebia Tapin, Drug Inspector, to reconstitute the body of ARPA

Tapin, while congratulating the all new executive members of ARPA, acknowledged the association’s contribution in getting recognition of the pharmacy profession in the state.

Attending the meeting, Assistant Drug Controller Gebom Tayeng suggested ARPA to work for the greater interest and welfare of Pharmacists and urged the association to extend support to recently constituted Arunachal Pradesh Pharmacy Council (APPC), an statutory body under the Govt. of Arunachal Pradesh.

 

Women urged to  fight against violence

ITANAGAR, Oct 02: S C Tok, Child Development Project Officer (CDPO) of Urban ICDS Project here called upon the women-folk to equip themselves with in-depth knowledge about the various legal provisions and rights provided in the Constitution for their welfare and make best use of them in fighting violence.

“Gender discrimination and female foeticide are matters of serious concern but women are also equally responsible for it up to some extent,” Tok said while attending the 143rd birth anniversary of the Father of the Nation Mahatma Gandhi with them “Violence against women and children” here today.

Expressing serious concern over rising rape cases, murder, trafficking, gender discrimination etc. in the country and state as well, he exhorted the women folk irrespective of their age, to fight against such violence against women.

APPDSU says no to re-survey

ITANAGAR, Oct 02: The All Papum Pare District Students’ Union (APPDSU) has strongly opposed the Capital Complex Deputy Commissioner (DC)’s initiative to conduct re-survey of properties and lands affected by the  4-Lane Highway project from Police Headquarter (PHQ) to Hollongi.

Describing the re-survey initiative as childish act, APPDSU said that the Ministry of Road Transport and Highway (MoRTH) has already approved compensation amount (vide order no. NH-12013/19/ArPkg/p-9dated 10sept/2012 to RO Itanagar) on the basis of assessment report of High Level Committee constituted by state Government which was submitted to MoRTH by PWD (Highway).

“The union failed to understand as to why the Deputy Commissioner Capital Complex is initiating another survey on the same report even after receipt of compensation amount from MoRTH?”, the release exclaimed.

APPDSU urged Deputy Commissioner (Capital Complex) to immediately disburse the compensation amount to the affected land owners without making any changes of the approved amounts.

APPDSU informed that Papum Pare Deputy Commissioner is disbursing the compensation amount as approved by the MoRTH to the effected land owners without conducting re-survey and making any changes in the amount sanctioned against each affected land owner.

Elderly people

A report from a project undertaken by the United Nations Population Fund Agency said that India has around 90 million elderly people at present and the number is expected to increase to 315 million constituting 20 per cent of the total population by 2050. There will be more women than men in India’s population of those over 60 years of age by 2050.

Beyond implications of demographic transition across social, economic and spatial groups, the forecast is bound to throw up challenges to society create several societal issues. It has also provided fresh grist to advocates for the elderly, who have always stressed on the need to create cohesive environment and decent living for the elderly, particularly elderly women in the country.

Young people form the largest proportion of India’s population. However, this very population will form the population of elderly people in a matter of decades. The report says that India’s population of elderly will overtake China’s, making India home to the largest population of elderly people in the world.

There are almost 70 per cent elderly illiterates, out of which illiteracy rate of elderly women goes to as high as 93 per cent according to a survey conducted by UNFPA in 2011. Entitled ‘Building Knowledge Base on Population Ageing in India’, the report says that around 20 per cent of illiterate males and three per cent illiterate females in the 80-plus age group from the poorest section silently work outside their homes. It underlines the message that illiteracy and poverty push these elders to undertake work outside as a survival strategy, more appropriately, out of compulsion.

Several key points are expected to be taken up comprehensively and addressed to make a difference in the quality of life of the elderly in India. The universalisation of social pension for those aged above 70 could be a beginning, professionals working among elders say. There is also a case for special incentives for elderly women, disabled and widowed also a long-term vision supported by strong political commitment and secured budgets that help prevent impacts in the times of crisis.

Spirit of game spoiled

Aalo town is known as land of football fans and football tournament held in Aalo is like a big festival. But this year it seem that committee in Aalo DSA are not mature enough to organize a good football tournament. They did not take proper decision due to which some unnecessary law and order situation took place. The thing is that during the opening ceremony of late JB Memorial football tournament on 20th September, the whole participating team was given the terms of rules and regulations of the game by DSA in which it was written that its rules and regulations will be same as FIFA rule. And action will be taken for breaking the rules and regulation. But on 29th September, match between Yomcha ADC and Kabu Football Club were played in spirit against the football. Can you imagine during match in last twelve minutes, Kabu team scored 8 goals against Yomcha, and Yomcha ADC players were in fact enjoying the goals? Just to make Darka football club out of the tournament. At the 1st 45 minutes, both the team played very good match, but after the 2nd half, game changed like a match fixed! The situation was that, if Kabu failed to score 6 goals against Yomcha ADC, the Darka would get qualified to next level of the tournament and Yomcha ADC would be already out of tournament. But after the 2nd half, it seems that everything was against Darka FC and the game looked like a match fixed. Such type of game has never been played in DSA tournament till now. And the DSA committee failed to take action against both teams for playing such inspirited game. Even the spectators were surprised to see such game which had destroyed the standard of DSA tournament, Aalo. After the 2 days of the match, the committee finally gave the decision which was injustice to the Darka FC. As per as their decision, Darka FC was expelled for 2 terms from the DSA tournament and each players was expelled for 1 year just because for asking justice. The committee did not take any action against both Kabu and Yomcha ADC. The decision is against the spirit of sports.

Please no bandh call

Through your esteemed daily, I would like to put few question to Banderdewa Circle Intellectual Forum (BCIF). Your Bandh calls are not appropriate in view of the common citizen of the capital areas. Your Circle is different from the capital areas and therefore you should go for Bandh call only in Banderdewa circle. Your bandh call is only for benefit of Banderdewa circle. Please don’t go for bandh call at this time when state is witnessing flood/land­slide in various districts of Arunachal Pradesh. The bandh call will hamper people going for medical problem, affect movement of commodity items in the State. It will also affect study of students of school, college, university and business community. This time we need to help people of other districts who are struggling because of inclement weather and you intellectual youth of state should take lead.

They deserve appreciation

Dear Editor,

The illegal land encroachment, particularly alongside the NH-52A causes serious concern.  It creates major problem in carrying out development activities including development of road infrastructure. While condemning encroachment of land, particularly along the road side, I, being the president of All Capital Complex Auto Rickshaw Welfare Association, Naharlagun, highly appreciate the Capital complex administration  for conducting an eviction drive to clear the RoW along NH52-A  right from Banderdewa to Itanagar on Sept 29. The young Capital DC Sanjay Goel, ADC Bokar Basar, magistrate cum estate office Talo Potom, IRBn and CRPF personnel really deserve appreciation for their matured and bold steps.

Hope, the administration will continue its  endeavour to make the capital an encroachment-free zone.

As per the data collected from the employment exchange office, more than 30,000 educated youths have registered their names as unemployed in the state. However,  number of unemployed will increase, if we include the educated unemployed youths from the rural area of the state, who  did not register their name in employment exchange.

Unemployment is a serious problem in our state. Lack of industries, vocational/skill development training institutes, proper transportation and  communication problem and absence of Govt policy  are some of the reasons which lead to growing number unemployed youths. Now due to absence of job opportunities, unemployed youths are involving in unwanted activities which subsequently creates law and order problem for the society.  We can not blame the Govt  alone for lack of employment opportunities  in Govt sectors, but the Govt must take up steps  to help the unemployment youths launch self-employment ventures in tourism, horticulture, horticulture, and small scale industries etc. Surprisingly, not a single legislator  has raised voice against burning unemployment problem in state Assembly.

If the unemployment problems is  not tackled,   the unemployed youths will go for negative activities and the state will face serious problem in future.
